Clinger-Cohen Act (CCA)

• Requires DOD CIO or DOD Component CIO certification
• Requires specific documentation
• Requires annual recertification

Section 2222 of Title 10, U. S. C.

• Requires Chief Management Officer (CMO) certification
• Governs the Milestone Decision Authority (MDA) process
